The minutes on 30491/19, which

include minutes by Sir R.E.Stubbs ( then

about to assume the Governorship) and

43349/20 with the minutes thereon discuss

this question fully. It is a very dif-

ficult matter: - i cannot suggest that

we should depart from the decision given on

43349/20, but the attitude taken up by the

H.K. Govt. has throughout been very rigid

(as it usually is) and I shouldi mister

be inclined to take the line that while

refusing on the 3. of 3.'s instructions

to admit any claim based on goodwill or future

profits the Col. Govt. might well offer

in settlement a lump sum which would

handsomely cover all loss actually incurred

(excluding los, in respect of future pro-

rit ).
